So the problem here aren't the BPO owners but the inventors that think that self produced materials/datacores are 0 value.
Clearly you already know that (seeing your comment on T2 BS) but some people can miss that little info.

After the Nth repetition of this example I think a simple comment is in order:
Can you explain to me how you can buy a high sec capital ship without buying it from one of the lucky people that had a constructed capital ship there before they were banned from high sec?
Essentially, how you can get a Dreadnought in Amarr if Chribba is not willing to sell his?
So it is not fair. some people has capital ships in high sec but you can't build them or get them in any way if they aren't willing to sell.

Your "fundamental problem" is very simple to explain and impossible to cure:
smart people produce what give the greatest return and sell easily
I will not produce a frigate when producing a hulk will give me more isk spending the same time and work.
I will not produce ammunitions that will sell 1.000 units in a day in Jita even if they give me a profit of 100% as the net income is 400 isk for each unit.
I will produce modules that I know will be sold in 1-2 days and will give me a return of 300-500K for each unit, even if the profit is only 40%.
Most inventors (the successful ones) will go were there is more money to make and leave the marginal market to BPO owners or people that invent without doing a market analysis.

You are forgetting:
Case 5: That are items were the best named/worst faction is equivalent or better than the T2 item and common enough (thank to high number of drops or the LP shop) that the named/faction version price work as a cap for the T2 item.
An example are most of the T2 ammunitions against the faction version.
